When the PDS API responds with a 404 RESOURCE_NOT_FOUND error (e.g. as the NHS Number has never existed), then the emulator responds to the Local FHIR Appliance with a DEMOG-9999 - Generic Spine Service Errors, error type: temporary
DEMOG-9999 errors a usually transitory technical glitched in PDS, and a retrace will result in a success. However, a 404 status is more a permanent error.
As such, as a DataProvider, I would like a more meaningful error message, so that I can escalate the Patient to the local data quality team to check the NHS Number on the Patient
