Console feature to manage adapters used for Data provision

Given a data provision includes adapter for transformation,

Then console should be used to manage the Clinical safety and resources configuration

and it should not be part of the release process.


User Story -

As a console user with certain privileges,

I should be able to manage the access restrictions (such as resource(s) provided and/or clinical safety mode) using the console.
