A significant number of requests to GP Connect fail because of consent checks at the GP Practice. In some cases this may be because the patient really has opted out - but more often it is due to inappropriate configuration of defaults at the GP Practice (eg default to NOT sharing unless the patient specifically requests to opt-in - the opposite of national guidance)
This appears likely to be an ongoing issue - requiring a campaign of education and persuasion to encourage more GP Practices to participate in data sharing.
To support this initiative, provide a report which lists consent failures from GP Connect - categorising by requester (eg the hospital wanting to view the records) and by target (eg the GP Practice who is refusing to share). Thus providing data and statistics to help target the most important GP Practices and to support the case for change.
The report could be very simple and basic - eg a monthly CSV file export
